The Americans think they can manage the constraint using force or technical creativity, when other civilizations are more easily in the optimal acceptance of this constraint. The civilization of high-tech and speed is American civilization. The civilization of low-tech and slowness, that is to say that of human ingenuity which partially compensates for the local scarcity of the resource, is the European and Asian historical civilizations. This opposition of low-tech to high-tech can therefore be seen as the return of what made the genius of European countries: the ability to optimize at best a constraint that we are not trying to remove, because we know that it will end up being stronger than us.
