PDF Page Delete is a robust application that lets you customize and create a new PDF from an existing PDF. You can remove pages from an existing PDF.
It's useful to reduce the size of one's PDF.
The GUI is user friendly and can be used by anyone. No technical knowledge is required to edit and create new PDFs.

There are gazillions of PDF editors on the torrents. I've looked at quite a few I and prefer Master PDF Editor, the portable edition. In no way is this to imply PDF Page Delete is bad. I've never looked at it.
With respect to PDF readers, nothing beats Sumatra.
