I reached out to Maher. Maybe he can assist with  fix, I would hate to have to reinstall windows. the release runs very smooth and im happy with it.

i never got any response. Anyone have any other options besides reformat?

scarface. after banging my head against the wall and tons of googling i have finally figured out a fix.

I was so close to reformatting.

I already read that. But as you told me you already had the right files in system32, I didnt think it was of any use...
maybe You should check if these files are missing in the iso and add them for the next time.

oh and yes i did have all the files necessary in the system 32 directory. looks like re installing SP3 and then re-copying it must have done something differently.

RemoteDesktop Issues...
Just for the case someone still gets this error with <LANG_NAME> I used to have it also... this might help!
1) Go to microsoft.com and download (KB969084)
2) Restart in SafeMode and go to "windows\system32" and rename both files "mstsc.exe" and "mstscax.dll" by adding ".BAK"-extension or just delete both.. (You need to restart in SafeMode, its crucial)
3) Install the downloaded KB..
4) Restart and do all the updates
This definitely worked for me. My XP was the May2013-Version.
